The rar file is the main mod; the vpk's are huge files full of broken textures (almost every texture in the game). Mix and match, unrar the rar and drop the folders and/or vpk's in a directory that looks like:
steam/steamapps/common/Team Fortress 2/tf/custom
Something in the rar makes it crash on my computer after a few minutes. Unless you somehow find a server online that has sv_pure set to 0, you'll have to start your own server to see the mod.
